The Planning Commission has adopted Current Daily Status (CDS) Approach to determine unemployment for the 10th Plan. In this approach, total work available in the country is obtained. From this, the number of persons who would have got full employment with the work available is derived. Difference between this figure and the labour force gives measure of unemployment.
Stating this in a written reply in the Lok Sabha, the Minister of Labour & Employment Shri K. Chandrasekhar Rao said that 4.04 crore job seekers were registered with Employment Exchanges as on December 31, 2004.
In another reply, the Minister said that the number of jobless in the country has gone down from 4.13 crore in 2000 to 4.12 crore in 2002. He said, however, the number of job seekers in the North Eastern States had gone up from 23.2 lakh to 24.5 lakh during the corresponding period.
Shri Rao said that the Government is targeting about 5 crore employment opportunities during the 10th Plan. This includes creation of around 3 crore employment opportunities in the normal growth process assuring around 8 per cent GDP growth rate per annum. Another 2 crore employment opportunities are targetted through special employment generation programmes.
