Mr. V.K. Duggal, Secretary, Ministry of Water Resources and Mr. Zhai Houhai, Vice Minister of Water Resources, Government of China held the first Indo-China Secretary – Vice Minister level meeting on cooperation in water resources in Beijing on March 16-17, 2005. The talks followed two rounds of talks between technical experts of the two sides.

The two sides also finalized a Memorandum of Understanding for the provision of hydrological information on the Sutlej river in the flood season by China to India and exchanged views on further expanding cooperation and exchanges in the area of water resources. The discussions on Parechu also took place and resulted in positive outcome.

Mr. Duggal extended an invitation to Mr. Zhai to visit India to discuss further cooperative ventures. The Chinese side accepted the invitation. Dates for the visit will be finalized through diplomatic channels.
