The Minister for Social Justice and Empowerment, Smt. Meira Kumar has urged the State Governments and Union Territory Administrations to implement the protection of Civil Rights Act, 1955 and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 in letter and spirit. In a letter addressed to the Chief Ministers recently, Smt. Kumar suggested various measures towards implementation of these Acts. The suggestions include identification of atrocities prone areas and taking necessary preventive steps to protect the life and property of members of the Scheduled Castes and Scheduled Tribes in these areas. She also urged the State Governments to ensure registration of meticulously documented First Information Report. The Minister said that the District Magistrate and District Superintendent of Police should visit place of each occurrence of atrocity and review police protection arrangement there. Smt. Kumar said that the charge sheets should be filed in Courts promptly and called for timely handling of prosecution of cases by special public prosecutors.
