The Government has decided that the Nodal Officers appointed for monitoring each central project will have continuity in tenure i.e. he will stay put until the commissioning of the project. This is in a bid to check time-delay and cost-overrun in the implementation of central sector projects. A number of these projects have been running behind schedule and reporting additional delays, leading to cost-overrun of more than 10 per cent of the anticipated cost. It will be much higher if compared with the original cost.
The other steps taken to ensure timely completion of the Central Projects include; adoption of a two stage clearance system; stricter appraisal of project before investment approval; taking up the projects for implementation, only after the funds have been fully tied up; inter-ministerial coordination to resolve problems; fixing responsibility for time and cost over-runs; standardizing the bidding procedures and follow-up with the State governments especially for problems relating to land acquisition, rehabilitation and forest clearance etc.
In a statement laid in Parliament, the Minister for Statistics and Programme Implementation, Shri Oscar Fernandes said, the number of delayed projects total 234, and of these, 136 are due for commissioning this year, 69 by 2006 and the remaining by 2007. He said, the concerned administrative ministries and departments are regularly alerted about the delay vide Flash and Exception Reports.
