fm’s statement on the budget of the government of bihar for 2005-06

Following is the text of the Statement made by the Finance Minister, Shri P. Chidambaram in the Lok Sabha today on the Budget of the Government of Bihar for 2005-06.

“I lay on the table of the House, the Annual Financial Statement of the State of Bihar for the financial year 2005-06.

Consequent upon the Proclamation issued under article 356 of the Constitution on the 7th March, 2005, the powers of the Legislature of the State of Bihar are exerciseable by or under the authority of the Parliament. The Statement of estimated receipts and expenditure of the State of Bihar for the financial year 2005-06 is therefore being placed before the House.

Revised Estimates 2004-05

The Revised Estimates for the current year place the State's tax and non-tax revenue at Rs 3789.39 crores showing a decline by Rs 587.97 crores from the Budget Estimates 2004-05. State's share of central taxes, duties and Grants-in-aid from Government of India is Rs 13006.55 crores in Revised Estimates as compared to Rs 11958.32 crores in the Budget Estimates. The expenditure on revenue account is Rs 17137.41 crores in the Revised Estimates as compared to Rs 16341.49 crores in the Budget Estimates. The deficit of Rs 5.81 crores on revenue account in the Budget Estimates is now expected to increase to Rs 341.47 crores in the Revised Estimates.

On the Capital Account, the receipts are now estimated at Rs 8475.43 crore compared to Rs 7534.13 crore in the Budget Estimates. Taking into account the transactions in the Capital, Revenue and Public Accounts, the current year is expected to close with a deficit of Rs 494.45 crores compared to the deficit of Rs 24.17 crores in the Budget Estimates.

BUDGET ESTIMATES 2005-06

The revenue receipts are estimated at Rs 18719.18 crores showing an increase of Rs 1923.24 crores over the Revised Estimates for the year 2004-05. State's tax and non-tax revenue receipts are estimated at Rs 4290.01 crores, higher than the Revised Estimates of 2004-05 by Rs 500.62 crores. The State's share of Central taxes, duties and grants is Rs 14429.17 crores which is higher than the Revised Estimates for the year 2004-05 by Rs 1422.62 crores. The expenditure on revenue account is estimated at Rs 18582.13 crores which is higher than Revised Estimates for 2004-05 by Rs 1444.72 crores.

On the capital account, the receipts are placed at Rs 7100.88 crores and expenditure, including loans and advances, at Rs 6840.83 crores. Taking into consideration the Revenue Account , the Capital Account and the Public Account , the year 2005-06 is expected to close with a deficit of Rs 197.35 crores.

Plan OUTLAY

The Annual Plan 2005-06 of Bihar is yet to be finalised by the Planning Commission. Pending this, the Central assistance for Annual Plan 2005-06 has been assumed at Rs 4748.39 crores on the basis of earlier guidelines issued by Planning Commission. This comprises Rs 2091.29 crore as grants from the Central Government, and the balance from market borrowings, small saving loan, etc.

Vote on Account

While as required, the Annual Financial Statement for the year 2005-06 has been laid before the House and the connected Demands for Grants are also circulated to the Hon'ble Members along with other Budget Papers, I am at this stage, seeking a "vote on account" for the first five months of the financial year 2005-06.”
