The Cabinet Committee on Economic Affairs (CCEA) today gave its approval for the continuation of the Centrally Sponsored Scheme (CSS) ‘Establishment of New ITIs in the North-Eastern States and Sikkim’ upto the end of the financial year 2006-07 (i.e. the upto end of the X Plan) at a total cost of Rs.100 crore. Approval was also given for the extension of the CSS of the North Eastern States to the State of Jammu & Kashmir, at a total cost of Rs.37 crore.


CCEA has also approved the expenditure of Rs.105.11 crore under the Scheme during the last three years of the X Year Plan i.e. from 2004-05 to 2006-07, out of the total revised cost of Rs.137.00 crore for the merged scheme. An expenditure of Rs.31.89 crore has already been incurred upto 31.3.2004 under the original scheme for N-E States


The entire Recurring cost of the merged CSS will be borne by the Central Government during the X Plan. Thereafter, during the XI Plan, the full operational cost would be borne by the respective State Governments. The scheme provides for flexibilities for change of trades in the identified ITIs within the State, and for allocation of funds from one scheme of the project to another and from one component of the scheme to another and between the major components, within the State. Power for approving such changes within the overall project cost for Rs.137.00 crores will be exercised by Secretary, Ministry of Labour & Employment.



Benefits & Completion Schedule of the Scheme in North Eastern States and Sikim:


The Scheme aims at creating and developing infrastructure for training of youth in the identified skill areas as per the demand pattern of the seven North Eastern States and Sikkim. When fully operational, the Scheme will cover 22 new ITIs and 35 existing it is, thus more than doubling the existing seating capacity from 7244 to 16144 of ITIs in NE States and Sikkim.


The target date for completion of activities under civil construction and equipment procurement would be March 2006. Thus the training in 12 ITIs out of 22 new ITIs and 24 ITIs out 35 existing ITIs would commence from the August session of the Year 2005 and training on remaining trades would commence from August 2006.


Benefits & Completion Schedule of the Scheme in J&K:


(a) The deficiencies will be made up and training facilities modernized in the 102 popular trade units functioning in the 37 ITIs of the State;

(b) 73 popular trade units will be introduced in the existing ITIs of the State, which will include 23 modern National Council for Vocational Training (NCVT) trades being introduced in the State for the first time;

(c) Multi-Skilling is being introduced as a new concept, by the introduction of three such trades in two major ITIs of the State;

(d) There will be an effective increase of 1366 seats by the introduction of modern / popular trades, after the deletion of unpopular trades;

(e) Another 440 seats will be added by the introduction of short-term courses for the different target groups raising the total availability of seats from the present 4364 to 6200 seats.


The target date for completion of activities under civil construction and equipment procurement would be March 2006. The training will commence from August 2006.
