Draft Master Plan of Delhi - 2021 places emphasis on provisions of homeless in the form of night shelters, women hostel, orphanages, children center, etc. This was stated by the Minister for Urban Development, Shri Ghulam Nabi Azad in his written reply to a question raised by the Member of Parliament, Shri B.J. Panda in Rajya Sabha today.
He also mentioned that as per census 2001, the number of homeless persons in Delhi was 24,966, which is 0.18% of the population of Delhi. It was also stated that the scheme for Night shelter for Urban Shelterless which covers all urban centers having a concentration of footpath dwellers/homeless, a central subsidy of 50% of the cost of construction subject to the cost ceiling of Rs. 20,000 per bed is provided through HUDCO and the balance is arranged by the state government/implementing agency. The progress of the scheme depends on the proposals mooted by the state.
