The ground test facilities are available at Gas Turbine Research Establishment, Bangalore, for Kaveri Jet Engine being developed by Defence Research and Development Organisation. Other major and important test facilities such as high altitude simulation facilities, flying test bed and some structural test facilities are not available in the country. Several phases of simulated high altitude testing of the Kaveri Engine have been completed in Russia. It is not cost effective to set up such facilities in India.

KELKAR COMMITTEE
To promote Indian-private industries in the defence sector, in May 2001, defence industry sector which was hitherto reserved for public sector, was opened for private sector participation upto 100% with FDI permissible upto 26% both subject to licensing. Government has also set up a committee under the Chairmanship of Dr. Vijay L Kelkar, former advisor to the Finance Minister to modify the current acquisition process on an approach based on products strategy and recommend modalities for integration of users, Ministry of Defence and the Indian industry both public and private sector.
