The Home Minister, Shri Shivraj Patil has called for extensive discussions on the functioning of Government at all levels to identify the measures required for promoting good governance in the country. He was responding to suggestions made by members at the Consultative Committee meeting attached to his ministry here today. The Minister said that functioning of Government organs not only at the Centre, but also at the State, district and panchayat levels should be examined and concrete corrective steps taken with focus on welfare of the people. Underlining the need to have a proper vision for the future, he said that sometimes results of steps taken are available after years. If the vision or direction is wrong, mistakes may take place which may prove to be very difficult to correct. Dispelling the notion that governance simply means providing security, Shri Patil said that imparting economic, social and cultural justice is equally important.



Earlier, taking part in the discussions, members identified corruption as a major obstacle in the path of providing good governance. They pointed out that the status of our people could not be improved to the desired extent because of all pervasive corruption in the society. Drawing the attention of the meeting to the need for judicial reforms, some members said that the delivery of justice should be quick and efficient. Some members felt that the issues of governance need to focus on efficient delivery of services to the deprived sections of the society. They felt that the delivery mechanism at the cutting edge level has to be toned up. Some members stressed the need to revamp the country’s education system and tailor it to the needs of the people, specially the weaker sections. Members appreciated the Conceptual Framework and Action Plan on good governance, prepared by the inter-State Council Secretariat of the Ministry of Home Affairs.



Members who were present at the meeting included S/Shri Moni Kumar Subba, Pawan Kumar Bansal, Nikhil Kumar, Avtar Bhadana, Madan Lal Sharma, Khagen Das, S.D. Mandlik, Mohan Singh and Smt B. Susheela of the Lok Sabha and S/Shri B.S.Gnanadesikan, Debabrata Biswas, Sharad Yadav and Dr. P.C. Alexander of the Rajya Sabha. The meeting was also attended by the Ministers of State for Home, S/Shri Manik Rao Gavit, Shriprakash Jaiswal and S. Regupathy; Home Secretary, Shri Dhirendra Singh and Secretary, Inter-State Council, Shri S. Laxminarayanan.
