The Minister for Human Resource Development, Shri Arjun Singh announced in Rajya Sabha today that the Government had formulated a comprehensive Action Plan for Inclusive Education, for children with disabilities. The plan provides for the education through mainstream schools for children with disabilities, starting from Anganwadi Centres under the ICDS. The existing institutes and special schools will serve as major resource centres and will facilitate the training of teachers.
As required under the Persons with Disabilities Act 1995, the educational needs of persons between the ages 14 to 18 will also be addressed through enhanced outlays under a scheme for inclusive education. Supporting activities such as improvement in physical infrastructure, changes to curricula, inclusion of a disability element in the syllabus of B.Ed and M.Ed. courses, establishment of modal inclusive schools, setting up of a Chair for disability studies in Central Universities, etc. are also planned. The Ministry of Human Resource Development will assume the nodal responsibility to coordinate the Action Plan.
The use of earmarked funds under the Sarva Shiksha Abhiyan will also be monitored.
