CBI FILES CHARGEHEETS IN MCOCA COURT IN FAKE STAMP CASES

New Delhi: 24.3.2005

The CBI has filed chargesheets in two fake stamp cases of Satpur Nasik and
Thane city before the Court of Special Judge, MCOCA Pune. While in Thane
City case, the provisions of MCOCA has been invoked against PI Dutta Ghule
of Thane Crime Branch and PSI H.M. Vichare of Crime Branch, Mumbai, in
Satpur Nashik case, PI Anil Deshmukh ( Thane Crime Branch) and PSI R.M.
Pawar ( Nashik Police) have been chargesheeted under the provisions of
MCOCA. In addition, several other gang members of AKL Telgi such as
Sabbir Ahmad Mustaq Ahmad Sheikh, Jai Kishan Singh @ Bengali etc. have
also been chargesheeted in these cases. The MCOCA Court Pune has issued
notices and production warrants for the appearance of the accused and for
arguments on charges levelled by the CBI.

The CBI investigation revealed several discrepancies in the investigation
conducted by the State Police and it also found the complicity of several
police officers in abetting and aiding the organised crime syndicate of
AKL Telgi. It was further revealed that after conspiring with AKL Telgi,
these police officers diverted the cases towards some of the unconnected
persons in order to ensure that Telgi's unabetted activities of stamp
business should continue to flourish in the region concerned. In order to
ensure Telgi's supremacy in counterfeit stamp business, certain other
persons alleged to be his competitors were also falsely implicated in
these cases. The CBI investigation further established a huge amount of
extortion and bribery by these police officers from various accused
including AKL Telgi.

These cases were amongst the 48 cases taken over by CBI on the orders of
Hon'ble Supreme Court of India and these were one of the few cases which
were not investigated by any of the SITs constituted by the Govt. of
Maharashtra. These cases were taken over directly from the Crime Branch,
Thane City, Thane and Nashik Police respectively which were originally
registered by them.
