slow pace of civil works hamper hydro projects

The Exception Report of the Ministry of Statistics and Programme Implementation on Central Sector Projects costing Rs.100 crore and above for February-March 2005, points out that the major constraint in the Hydro-Power Sector is slow pace of civil works on account of and poor performance of contractors. Some of the transmission projects have slipped due to delay in projects linked with power generation. For instance the slippage in Tehri Transmission Project is on account of delay in the construction of Tehri Dam and the connected Hydro Electric Project.

At present, 44 projects costing Rs.100 crore and above are under implementation in the Power Sector, out of which 31 are due for commissioning during the 10th Plan and 9 in the first year of 11th Plan. The power grid has the maximum number of 21 projects followed by NTPC 9, NHPC 7, NEEPCO 1, THDCL 1. All these 39 projects have been placed under category A in the Report i.e. the projects, which are at different stages of implementation but not facing any constraints and progressing smoothly. However, the remaining 5 projects i.e. 3 of the Power Grid, 1 of NHPC, 1 THDCL have been placed under category B i.e. the projects at different stages of implementation but facing certain constraints for which remedial action points have been suggested in the Report.

These five projects are LOKTAK Hydro Electric Project in Manipur, the Maduri-Thiruvanathapuram Transmission Line Project of Power Grid, The Tehri Transmission System also of Power Grid, the Tehri Dam and Hydro Electric Project and the TALA-Siliguri Transmission Line of Power Grid in West Bengal.
