The revision process in the constituencies which are urban in nature and in constituencies which are rural in nature, is summary. Draft rolls for summer revision of rolls were published in 165 Assembly Constituencies of the State on 10.5.2005 and period of filing claims and objections was up to 30th May, 2005.
Apart from individual claims and objections filed by electors in general, a large number of bulk applications for inclusion have been received from major political parties of the State and that too at the fag end of the period for filing of claims and objections. Some of the political parties have expressed their apprehension about stuffing of rolls by enrolling fictitious names.
The Commission would like to make it clear that the rolls in the State are being revised, as usual, under direct supervision of the Commission. The ongoing process was devised by the Commission after making a through enquiry into the causes that led to certain shortcomings noticed in the rolls during Lok Sabha elections held in the year 2004. The Commission has been closely monitoring each step of the process. Teams of officers of the Commission have been visiting the State headquarter/District headquarters and right up to Taluka level for on-the-spot verification of records and checking of the process to ensure observance of its instructions.
The Commission has further decided to send a team of two officers of the Commission consisting of Shri Tapas Kumar, Secretary and Shri S.K. Mendiratta, Legal Advisor to the Commission to meet the political parties and to consider all the steps that may be required to ensure that all applications are properly verified and only genuine electors are admitted. The team will meet the political parties in Chennai on 4th of June, 2005 and also visit certain district headquarters to scrutinize bulk applications received and also check the existing status of the revision process.
It is further stated that the Commission is determined to prepare a defect free rolls and in this pursuit it will deal firmly with those who attempt to file fake claims and objections and will also not spare officials found wanting in their objectivity and neutrality while considering the process of revision of rolls.
