Government has invited suggestions from general public and all interested sections of society on the issue of targeting subsidies. The issue was discussed in three different meetings of stakeholders on May 25 and 30, 2005 for subsidies on food, fertilizers and petroleum. The agenda for discussions and minutes of the meeting are available on the website of the Ministry of Finance (www.finmin.nic.in).
In pursuance of the National Common Minimum Programme of the Government which pledges that all subsidies will be targeted to the poor and truly needy like small and marginal farmers, farm labour and urban poor, Ministry of Finance commissioned a study by the National Institute of Public Finance and Policy (NIPFP), New Delhi. Based on the study by NIPFP, a report outlining some policy issues was presented to Parliament on December 23, 2004 for generating an informed debate on the subject.
