chief ministers to discuss national urban transport policy

A meeting of Chief Ministers of States has been called to discuss & finalise the National Urban Transport Policy (NUTP) on 29th June, 2005. Though Urban Transport is a state subject, keeping in view the necessity to improve life in urban areas, the centre has taken up this initiative. The objective of the NUTP is to ensure safe, affordable, comfortable, quick, reliable and sustainable access to the residents of cities seeking jobs, education, recreation, etc.

Among other things this policy envisages;

encouraging integrated land use & transport planning simultaneously so that transport needs are incorporated in the master plans.
encouraging public transport & non-motorized transport so that dependence on personal motor vehicle is reduced and through that pollution is reduced.
encouraging mass public transport in million plus cities through central government’s financial support.
promoting all proven public transport technologies.
setting up of Unified Metropolitan Transport Authorities in all million plus cities.
setting up of Knowledge Management Centres at state levels to strengthen data base.
encouraging states to adopt innovative methods of raising finances for urban transport infrastructure.
policy measures to optimize use of land for parking purposes and to use parking facilities in such a manner as to encourage greater use of public transport and non-motorized models.
encouraging adoption of cleaner fuel and vehicle technologies by way of incentives.
It may be noted that a Committee was set up by Urban Development Ministry to prepare a draft policy in April 2003 and later this policy paper was circulated among various stakeholders. Regional workshops were held in Delhi, Mumbai, Hyderabad, Kolkata, Guwahati in 2004 and based on the suggestions & feedback, this policy has been revised.
