The Union Cabinet today gave its approval to the implementation of the following Recommendations of the ‘Group of Officers’ on Cadre Restructuring of the Central Secretariat Stenographers’ Service (CSSS) :
a) Raising the level of stenographic entitlement of Director/Deputy Secretary to that of Private Secretary and Under Secretary to that of Personal Assistant.
b) Upgradation of 372 posts of Steno Grade ‘C’(PA) to Steno. Grade ‘A’ & ‘B’ (Merged)(PS) and 502 posts of Steno Grade’D’ to Steno Grade ‘C’ (PA) and abolition of 162 posts of Steno Grade ‘D’.
c) Stoppage of Direct Recruitment in Steno Grade ‘C’ (PA)
d) To change mode of recruitment to Steno Grade ‘C’ (PA) by way of per cent through Limited Departmental Competitive Examination (LDCE) for Steno. Grade ‘D’ and 50 per cent by promotion through seniority.
e) Raising the educational qualification for Direct Recruitment to Steno. Grade ‘D’ to 12th standard and introducing the element of Computer literacy.
f) To introduce the element of Computer Literacy in the LDCE for promotion to the Steno. Grade ‘C’ (PA) and Steno. Grade ‘A’ & ‘B’ Merged (PS).
g) To change the mode of recruitment to Steno. Grade ‘A’ & ‘B’ (Merged) by way of 66.66% by promotion through seniority and 33.33 per cent through LDCE for Steno. Grade ‘C’ (PA).
h) To discontinue the scheme of in-situ upgradations.
i) To provide non-functional pay scale of Rs. 8000-13500 to the Steno Grade ‘A’&’B’ (Merged)(PS), w.e.f. October 3, 2003 in CSSS.
j) Creation of 10 posts of Sr. PPS (Rs. 12000-16500) and 18 posts of PPS (Rs.10000-15200). In order to maintain parity of the total number of posts in the grades of PPS and Sr. PPS with the total number of posts of Secretary / Additional Secretary and equivalent ( who are provided secretarial / stenographic assistance by the members of CSSS) the Ministry of Personnel will be authorized to appropriately adjust the total number of posts of PPS through upgradation/down gradation of posts of PS/PPS. Maintenance of parity in the total number of posts ( in the grade of PPS and Sr. PPS with the total number of posts of Secretary, Additional Secretary and equivalent) would be made explicit and enforced.
k) To centralize the Cadre Management, including posting/transfer of the CSSS personnel, with the DoPT.
l) To discontinue the lateral entry of CSSS officers into CSS, at the level of Under Secretary of CSS.
m) To allow only those Stenographer Grade ‘C’ who are graduates to participate in the Limited Departmental Competitive Examination for the Section Officer’s Grade.
Implementation of the various proposals on Cadre Restructuring of CSSS will have positive impact on the morale of the officers of the Service and it will alleviate some of their major grievances relating to better promotional prospects. After Cadre Restructuring of CSSS, the final resultant strength would be as under :
