Dr. Arjun Sengupta, Chairman of the National Commission for Enterprises in the Unorganised Sector, has been appointed as a Member of the new High-level International Commission on Empowerment of the Poor. Former American Secretary of State, Ms. Madeleine Albright and Prof. Hernando de Soto, the Peruvian economist will be the Co-Chairpersons of the Commission. The Commission will be supported by Mr. Kofi Annan, UN Secretary General and serviced by UNDP, New Delhi. There are 25 Members on the Commission from various countries, including Mary Robinson, former UN High Commissioner on Human Rights (Ireland), Emesto Zedillo, former President of Mexico, Fernando Cardoso, former President of Brazil, Benjamin Mkapa, President of Tanzania and Lindiwe Sisulu , South African Minister.
The Norwegian and other Scandinavian Governments as well as various developed and developing countries are sponsoring the formation of this Commission. The Commission will aim to put legal protection of the economic assets of the poor and systematise lessons learned and develop tools for the effective formalisation of poor peoples property rights.
Dr. Arjun Sengupta was earlier the Economic Advisor to the then Prime Minister, Smt. Indira Gandhi, and was also the former Member Secretary of the Planning Commission.
