Dr. Raghuvansh Prasad Singh, Minister of Rural Development has stressed on making concerted efforts to bring more transparency in implementation of various rural development programmes and development of an effective delivery mechanism at the grass root level. While reviewing the guidelines issued for the National Food For Work Programme (NFFWP) and the Sampoorna Gramin Rozgar Yojana (SGRY), the Rural Development Minister has directed that necessary instructions may be issued to the district authorities to ensure that the monitoring committees of the villagers are constituted for every work and before the works are executed under both these programmes.

Expressing concern that Members of the Monitoring Committees at the village level may not be fully conversant with the details and different stages of the project implementation under SGRY and NFFWP, the Rural Development Minister has approved launching of day-long training programmes at the block level so that the Monitoring Committees function in an effective and meaningful manner. He has also laid emphasis on the inclusion of members of the village panchayats, intermediate panchayats and district panchayats in the training module.

Stressing that the training module so developed should include inputs that enable the members of the Committee to check the estimates of various works taken up at the village level, scrutiny of Muster Rolls, timely and appropriate payment of wages, quality of work and ensuring that no contractors are involved, the Rural Development Minister has stated that all other indicators which give full appraisal of the programme implementation may also be included. The modules in simple local language should give main features of guidelines and content of all the schemes of the Ministry of Rural development including poverty alleviation, employment generation programmes, area development programmes, drinking water supply and rural sanitation so that the members are fully conversant with all the programmes of the Ministry, he added.

The objective of the above measures is to involve all members at the grass root level in effective implementation of the programmes of the Ministry so that the poor may derive full benefits of all the schemes. The funds for training under these programmes have already been provided under SGRY and NFFWP guidelines. These steps are not only expected to result in capacity building but also be helpful in strengthening the delivery system at the village level and improving the quality of the implementation of rural development programmes.
