smooth progress in 241 major central projects

The Exception Report of the Ministry of Statistics and Programme Implementation for February-March 2005 on Central Sector Projects costing Rs.100 crore and above, notes that 241 projects are progressing as per schedule and placed in category ‘A’ by the ministry. These projects at different stages of implementation are not facing any constraints and does not need any action at present.

The Report placed 69 under category B i.e. the projects at different stages of implementation, but are facing or reporting constraints for which actionable points have been suggested in the report. The remaining 17 projects of the total 327, placed under category C i.e. the projects which have not taken off due to fund constraints or sanction without basic preparatory work. Of the total projects, 44 are mega projects which cost Rs.1000 crore and above.

The Report also observes that delay in some of the projects range from one month to 168 months. 93 projects mostly belonging to the Railways Sector have no information about the latest date of completion. The maximum delay is reported in case of some of the Rail projects, followed by Coal, Power, Shipping and Ports, Fertilizers, Road Transport and Highways and Petroleum.

Four projects placed in the highest bracket of delay, include Kaiga Units III & IV in the Nuclear Power Sector, the Namrup Plant Revamp in the Fertilizers sector and the Integrated Para – Xylene and the Panipat Refinery Expansion in the Petroleum Sector. The Ministry has alerted the concerned departments to take appropriate remedial measures, in order to check further delays.
