The Government has out-sourced to consultants a special study of select 33 Central projects to draw lessons on best practices and evolve guidelines for efficient project planning and effective implementation of future projects. With this in view, a special study on the Implementation of Accelerated Irrigation Benefit Programme has been launched to identify problems in implementation and management of the scheme including policy related constraints. The lessons learnt out of this study would be brought into the system to make the AIBP scheme more effective and ensure proper utilization of resources.
Meanwhile, due to timely action taken by the Departments concerned and monitoring done by the Ministry of Statistics and Programme Implementation, time and cost overruns in projects during the last one year started showing a declining trend. The overall project cost overrun with respect to the original approved cost have come down from 22.4 per cent in March, 2004 to 17.6 per cent in December, 2004. This indicates a decline in the overall cost overrun in projects by 4.8 per cent.
Between May, 2004 to April, 2005, 116 projects with a total cost of Rs. 42,370 crore were completed, compared to 59 projects in the same period previous year with the cost being Rs. 13, 897 crore. During the year 212 approved projects costing Rs. 20 crore and above were taken up for monitoring with an estimated approved cost of Rs. 58, 563 crore. This is against 118 projects costing Rs. 38, 417 crore last year.
