workshop to highlight role of citizens’ charter

Thursday, July 14, 2005

Department of Administrative Reforms and Public Grievances in the Ministry of Personnel, Public Grievances and Pensions is holding a workshop on improving the service delivery and role of NGOs, tomorrow. The workshop will focus on the role of non-government organisations (NGOs) in providing the link between services providing ministries of government and the citizens.

Citizens’ Charter initiative has been identified by Department of Administrative Reforms and Public Grievances as a major tool to achieve citizen centric governance. The main function of a Citizens’ Charter is to improve citizens’ access to public services and to promote quality in such services. It tells the stakeholders and users how to access a particular service, what levels of services to expect and how to seek a remedy if something goes wrong. It helps in making administration more open, transparent and accountable. The NGOs can play a crucial role by acting as a link between the citizens and the government in various ways. The workshop, being held at India Habitat Centre, New Delhi, will especially focus on the role of NGOs working in the fields of education, health, infrastructure and basic services.

The workshop will be addressed by Minister of Personnel, Public Grievances and Pensions, Shri Suresh Pachouri and Secretary, Shri A.N. Tiwari, among others. Secretaries from Ministries of Health, Education, Women and Child Development, Food and Public Distribution, Consumer Affairs, Panchayati Raj and Rural Development and active NGOs in these fields have been invited to participate in the workshop.
