three major projects taken up for monitoring

The Infrastructure and Project Monitoring Division, Ministry of Statistics and Programme Implementation has taken up three more projects including two mega ones to watch their progress of execution. The mega projects costing Rs.1000 crore and above are the 600 MW Kameng Hydro Electric Scheme in the Power Sector and the MDPL Project of the Hindustan Petroleum Corporation. Ltd. in the Petroleum Sector. The third, a major project costing Rs.100 crore and above is the Hathua-Bhatni Newline of the NER in the Railways Sector. Though no cost escalation is projected, the two mega projects are now expected to be completed in August 2007(Petroleum) and December 2009 (Power). In case of the Railway project, no cost escalation has been projected and the actual date of commissioning yet to be decided.

Of the 26 projects reporting additional delays during the month under report i.e. May 2005, the Development of D-1 prospect project of the Oil and Natural Gas Commission, has reported the maximum delay of 41 months. Approved originally at a cost of Rs.310.32 crore it was to be commissioned in March this year, at an escalated cost of Rs.506.52 crore. Its date of commissioning is now put off to March 2009. Another project reporting the second maximum delay of 26 months also belonging to ONGC, is the Mumbai High South Development Project, whose date of completion has been postponed to July 2007, without any cost escalation, having been projected.

Two projects reporting the third maximum delay of 14 months each are the Development of Bassein East Project also of the ONGC with the latest date of commissioning being May 2007 and the North East Indira Gandhi Institute of Health and Medical Sciences, now scheduled for completion by July 2006. Its cost escalation has gone up several times with the original being Rs.71.18 crore and the anticipated being Rs.422.60 crore.

The Haldia Port Connectivity Project delayed by 12 months would now be completed by June 2007 with no cost-escalation anticipated. The IOR, Rudrasagar Project also of ONGC reporting a delay of 10 months, is now expected to be completed by March 2006 with the original and the anticipated cost remaining the same as Rs.113.90 crore. The rest of the 20 projects have reported additional delays lesser than 2 to 7 months.
