The Central Statistical Organisation, Ministry of Statistics and Programme Implementation has already undertaken an exercise for the revision of the Base year of All India Index of Industrial Production from 1993-94 to 1999-2000. In order to synchronize with the new Base year of All India Index of Industrial Production, it is proposed to shift the Base year of comparative State level indexes also to 1999-2000. Necessary guidelines and requisite data for the revision of the base year of the State level IIPs have already been sent to all the States and Union Territory Administrations.
It may be recalled that a Technical Advisory Committee was constituted in June 1995 to examine all the technical aspects relating to the compilation of comparable State level Indexes of Industrial Production. The Council submitted its Report in June 1998. As part of the implementation of its recommendations, a set of revised guidelines alongwith requisite data for the identification of item basket and preparation of weighting diagram were issued for compilation of comparable State level IIPs with the base 1993-94.
As a result of the follow-up action taken by the Ministry of Statistics and Programme Implementation, eight States i.e. Assam, Andhra Pradesh, Delhi, Goa, Haryana, Rajasthan, Tamil Nadu and West Bengal have already started compiling the monthly state level IIPs. Punjab has already released the annual IIP for the year 1994-95 to 1997-98 and quarterly indexes for the year 1998-99 to 2000-01. Karnataka, Maharashtra have also released quarterly indexes from June 2002 to March 2003, and the indexes for the period June 2001 to September 2002. Pondicherry and Himachal Pradesh have also been releasing annual indexes and have been advised to start compiling quarterly as well as monthly indexes. Most of the other States and Union Territories have identified the item-basket and prepared the weighting diagram, but have expressed difficulty in the monthly collection of production data, due to resource constraints.
The current series of Index of Industrial Production with Base 1993-94, prepared by the Ministry is an up-to-date indicator of industrial growth in the Indian economy. It covers 538 items comprising 64 from Mining and Quarrying, 473 from Manufacturing and 1 from Electricity Sector, having the weightage of 10.47 per cent, 79.36 per cent and 10.17 per cent respectively in the All India IIP.
In order to capture the structural changes in the Industrial Sector the Ministry has undertaken the exercise of revision of the Base year of All India IIP from 1993-94 to 1999-2000, under the over all guidance of the Standing Committee on Industrial Statistics.
