The Research and Development (R & D) section of the Department of Defence in the Ministry of Defence has bagged Raksha Mantri’s running trophy for the year 2003-04 for the best organized section in the Ministry. The Defence Secretary Shri Ajay Vikram Singh gave away the trophy and the first prize to the Under Secretary D(R & D) Shri R K Mishra here today. The second and third prizes went to Parliament section and Quartering Service section of the department. Speaking on the occasion, the Defence Secretary Shri Singh complemented the prize winners and said that the other sections who could not bag any prize should not feel disheartened and should put their best in the next year’s competition.

The RM’s Trophy for the best organized section in the Ministry of Defence was introduced in the year 1991-92. Under the scheme a Running Trophy is given to the best organised section. Besides Commendation certificates, cash prizes are also given to the three best sections.

In compliance with the Department of Administrative Reforms and Public Grievances’s instructions, a Selection Committee under Joint Secretary (Estt.) was constituted for the selection of the three best organized sections in the Ministry of Defence.

Selection is made after assessing the performance of the Sections in Organisation & Method (O & M) activities on the basis of various parameters especially the compliance of various O & M instructions contained in the Central Secretariat Manual of Office Procedure. Items of work like maintenance of various records/ registers, promptness in disposal of work, performance assessed on the basis of annual inspection and also cleanliness and general upkeep of the Sections are assessed. In the first stage top 10 sections were short listed on the basis of marks scored and thereafter the Committee made final selection of three sections.
