The Centre is setting up a Project Management Centre at Noida, as part of its programme of cutting down cost over-runs and time delays, in the execution of Central Sector Projects. An Action Plan has already been initiated for this and the PMC will become a part of major training facility of the Central Statistical Organisation, Ministry of Statistics and Programme Implementation.
The Infrastructure and Project Monitoring Division of the Ministry, which monitors the Central Sector Projects also acts as a Nodal Agency for taking measures to improve the systems and procedures, adoption of latest management techniques and enhancement of skill of managers and professionals. The Project Management Centre will help facilitate the Infrastructure Division in its monitoring and implementing activities.
Meantime, the Division has been implementing a plan scheme for capacity building and institutional development for project planning, implementation, monitoring and performance management of infrastructure, to achieve the objective of better performance in the implementation and management of the physical infrastructure in public and private sectors.
It has already introduced On-line Computerized Monitoring System to develop database of projects and study their progress. Several institutional improvements have been made in the system of project planning and procedures relating to land acquisition, rehabilitation, training of project managers, development of construction and project management practices etc. Some of the remedial measures introduced to cut down cost and time over-runs include, shelving/dropping of projects unable to make progress, reprioritization of projects in the light of resource constraints and strengthening the monitoring system at all levels.
