The Centre has added a component under the Plan Scheme Institutional Development and Capacity Building, in a bid to provide information technology support to the State Governments for effective monitoring of the 20 Point Programme and the Members of Parliament Local Area Development Scheme. Most the State Governments lacked in advanced techniques especially related to IT for efficient management and implementation of these central schemes. This is disclosed in a Report prepared by the Ministry of Statistics and Programme Implementation on the issue.
The proposed restructuring of the 20 Point Programme is being kept in abeyance till the exercise of identifying and finalizing plan programmes and schemes is completed in accordance with the objectives spelt out in the National Common Minimum Programme. This was done at the behest of the Planning Commission. However, some initiatives towards restructuring the 20 Point Programme is in progress, in consultation with Central Nodal Ministries and State and Union Territory Administrations.
The 20 Point Programme was last restructured in 1986 in its present form. The need for further restructuring the TPP, is being constantly felt, keeping in view the priorities of the UPA government, as laid down in the National Common Minimum Programme. The Management Information System developed by the Ministry on the implementation of the TPP comprised monthly Progress Reports and Annual Reviews.
The Reports covered the progress made during each month against the pre-set physical targets of the select 20 items, which have a direct and crucial bearing on the deprived and under-privileged sections of the society. Based on the performance of TPP, the States were ranked every month. Only 12 points out of 20 were taken for the purposes of ranking. The targets are fixed by the Administrative Ministries at the Centre in consultation with the State Governments and Union Territory Administrations.
