Indian Railways have issued guidelines for creation of rail side warehousing facilities for promoting inter-modalities by providing seamless door-to-door service at competitive price. Any individual firm or corporate entity having Rupees ten crores turnover per annum are eligible to apply. Railways will provide land for the warehouse on lease agreement for 30 years. The promoter will share with Railways an accepted percentage subject to minimum of 5% of the gross revenues from all activities arising out of the business at the location leased to the promoter. Loading and unloading facilities at the terminal will be developed by the promoter. Railways will provide efficient rail connectivity required to handle the traffic.

Indian Railways have also entered into a Memorandum of Understanding with Central Warehousing Corporation who will develop integrated warehouse complexes at 22 locations. A scheme for development of integrated warehouse complex by private sector has been announced with a view to encourages public private partnership. This will provide a single window service to the customers for providing value added service of forwarding, handling, warehousing and road bridging.
