After registering a criminal case against a cardiologist
of Dr. Ram Manohar Lohia Hospital, New Delhi, CBI Friday carried
out searches at the office and residential premises of the
said cardiologist. During searches, the investigating agency
seized some documents which are under scrutiny.
According to the FIR the said cardiologist during last year
entered into a criminal conspiracy with unknown suppliers
of medical/surgical equipment and disposable with a view to
cheat the Government of India
by giving false expense certificates to a peon working with
the union Department of Chemicals and Fertilizers. The said
peon who is a beneficiary of Central Government Health Scheme
was examined by the accused cardiologist on 30-11-2004.
He advised the patient to have angiography and asked him
to deposit Rs.6,200/-. The patient made a request to his department
for sanction of the amount and on the basis of the advice
and expense certificate given by the accused cardiologist,
Department of Chemicals and Fertilisers sanctioned the amount
and issued a cheque in favour of RML Hospital on 7-12-2004.
After the cheque was deposited with the hospital
authorities, angiography was performed on the patient by the
accused cardiologist on 8-12-2004. The doctor advised angioplasty
and asked the peon to deposit Rs. 1.58 lakh with the hospital.
The doctor also issued
the expense certificate on 11-12-2004 on the basis of which
the Department of Chemicals and Fertilizers sanctioned the
amount and issued a cheque in favour of the hospital.
Before angioplasty, the peon approached the Head of the
Department of Cardiology Department, Ram Manohar Lohia Hospital
and requested for his treatment by him. The Head of the Department
issued an expense certificate dated 15.12.2004 for Rs. 1.58
lakh on the basis of the angiography report and expense certificate
already issued by the accused cardiologist.
The peon was admitted in the hospital on 19.12.2004 for
angioplasty. On 20.12.2004, the Head of the Department performed
another angiography on the peon before performing angioplasty
and found the condition of the heart of the patient normal
and found that there was no need for him to undergo angioplasty.
Subsequently, the Head of the Department canceled the angioplasty
and discharged the peon from the hospital with the advice
for regular medication. He also issued the angiography report
dated 21.12.2004 which showed normal condition of the heart
of the peon with no blockage of the arteries. CBI found that
the accused
cardiologist had not deposited the angiography film in the
hospital as required but had destroyed it in order to save
himself from any action.
CBI has found that the said cardiologist has been in the
habit of issuing exaggerated angiography report and receiving
commission from suppliers of medical/surgical equipment and
disposables.
