CBI registers case in the malpractice in the CEE-2005

CBI is conducting investigation in the alleged malpractice in the CEE-2005 for admission into colleges like Delhi College of Engineering (DCE) after registering a regular case against 21 candidates, some unknown officials of the Delhi University and unknown private persons under different sections of IPC and the PC Act, 1988. The case has been registered on the basis of a complaint from the Registrar of the Delhi University and subsequent Inquiry by the investigating agency. In its complaint, the University had alleged that in the CEE-2005, there were 5, 3, 2 and 11 candidates at the ranks 13, 25, 36 and 56 respectively who have obtained exactly the same marks in Physics, Chemistry and Maths. which raised doubts about the skills of these candidates. The scrutiny of the same revealed that most of the question booklets contained the key of the question paper written on the booklet itself either at the place specified for the rough work or somewhere in between the pages. The answer key was written mostly in pencil and some candidates had also tried to rub these answers.

During the course of the investigation, several persons including the candidates were questioned and it was found that these candidates used unfair means to get through the competitive examination with the help of one former student of DCE. These candidates were contacted by the former student and offered a seat in DCE in lieu of Rs. four lakh per candidate. The candidates were taken to a house near Rohini, Delhi and they were briefed about the modus operandi for clearing this examination. These candidates were given a Hutch SIM
and were directed to activate it before the examination. They were further asked to destroy this SIM as soon as the examination was over. They were also asked to provide their Roll Numbers and Examination Centre in advance to the former student so that the booklet series of the question paper could be ascertained in
advance. He explained that an SMS containing the answer key of the question booklet would be sent to the candidates after about one hour of the examination. The former student provided two mobile numbers to the candidates and asked them to call these numbers in case needed. He also provided two more numbers on which SMS to be made in case the series of the question booklet was different from the answer key sent through SMS. The candidates put the SIMs provided in their mobiles and took the mobiles into the examination hall. The former student sent the answer key of all the questions through SMS after about an hour. The candidates copied this answer key on their question booklets after copying the same from their mobile and then marked the answer in the answer sheet. These candidates destroyed the SIM as soon as the examination was over.
