action plan for speedy disposal of court cases drawn

The Government of India has drawn up a comprehensive programme for modernization of judicial infrastructure with application of Information Technology and a review of judicial manpower at all levels. This action plan has been drawn up in consultation with the Chief Justice of India.

As a first step, the term of the existing 1562 Fast Track Courts has been extended for further five years upto 31.03.2010 for clearing huge pendency of cases at district level. The Fast Track Courts have so far disposed off 7.94 lakh cases out of 15.28 lakh cases transferred to them.

As on 1st January, 2005, 30151 cases in Supreme Court, 33, 79,033 cases in High Courts and 2,33,98,070 cases were pending in various sub-ordinate Courts all over India. In order to reduce the pendency of cases the Government has initiated a number of measures like timely filling the vacancies of Judges, increasing the strength of Judges, grouping of cases involving common questions of Law, constitution of specialized Benches, organizing Lok Adalats at regular intervals and setting up of special Tribunals like Central Administrative Tribunals (CAT), State Administrative Tribunals, Income Tax Appellate Tribunals, Family Courts and Labour Courts.

The Government has also been encouraging alternative modes of dispute resolution like negotiation, mediation and arbitration.
