Twenty-six major Central projects have reported additional delays in the range of one to 41 months over the completion dates announced in April 2005. The Flash Report of the Infrastructure and Project Monitoring Division, Ministry of Statistics and Programme Implementation for May said that the remaining 287 projects have not reported additional slippages. The delayed projects are, one in the Fertilizer sector, two Steel, six Petroleum, two Power, two Health and Family Welfare, two in Railways and 11 in Road Transport.
Carrying information on the status of the 313 major and mega projects in the Central sector, each costing Rs.100 crore and above, the Flash Report further said that three new projects one each in Petroleum, Power and Railways have been taken up for monitoring, while seven projects, one from Power and six in Road Transport have been taken off its monitor due to completion/frozen during the month under report. The maximum 41 months of additional delay, is reported from a Petroleum sector project.
In Road Transport, 11 projects slipped in the range of one to 12 months though three of them were nearing completion. The Delhi-Gurgaon section of the Highway Project slipped by two months due to delay in the acquisition of land belonging to the Ministry of Defence and the Air Ports Authority of India. In Steel, two projects slipped between two to three months on account of unspecified reasons.
In the Health and Family Welfare sector, two projects i.e the North Eastern Indira Gandhi Institute of Health and Medical Sciences and the National Institute of Biologicals, NOIDA, have slipped up to three months. The North-eastern Project is now scheduled for commissioning in July 2006, while the NOIDA project is now due for completion by December this year.
In the Power sector, the Dulhasti Hydro-electric Project of the NHPC is expected to be commissioned starting from September this year. The delay in its commissioning is attributed to non-completion of the Head Race Tunnel. The Tehri transmission project of the Power Grid slipped by one month due to the delay in the commissioning of the Tehri Dam and the Tehri Hydro-electric Project.
The projects completed/dropped during the month under report include, the Raipur-Chandrapur 400 KV line of the Power Grid completed with a final expenditure of Rs.240.60 crore. The bridges section of the Golden quadrilateral on National Highway-5 also stands completed with the final expenditure of Rs.96.28 crore as well as the Kavali-Nellore project also on National Highway-5 completed at a total cost of Rs.186.70 crore. The Bhadrak-Chandikhole golden quadrilateral highway project also completed with a final expenditure of nearly Rs.326 crore. However, the Shikohabad-Itawah, the Ganjam-Icchapuram as well as the Srikakulam-Champawati- all golden quadrilatreral projects remain terminated, after incurring a total expenditure of about Rs.265 crore.
