Under the revised bookstall and catering policies on Indian Railways, the existing licences which have already expired or are due to expire will not be renewed. Fresh tenders and applications will be invited to enable the existing bookstalls and catering units to face competition, openness and quality control to meet the challenges of globalization of the country’s economy.

As per the revised bookstall policy, issued in October 2004, there is provision of allotment of bookstall to unemployed graduates, their associations and cooperatives at ‘B’, ‘C’, ‘D’, ‘E’ and ‘F’ category of stations on expiry of existing contracts at new locations.
