restructured central sector scheme for cooperative and training to continue

The Cabinet Committee on Economic Affairs (CCEA) today approved the continuation of the re-structured Central Sector Scheme for cooperative Education and Training during the X Five Year Plan with an outlay of Rs.231 crore. The scheme aims at providing training and education to various categories of personnel in the Cooperative Departments/Organisations for manpower and leadership development in cooperatives.

CCEA also approved the creation of a Corpus Fund of Rs.200 crore for cooperative training, out of which Rs.100 crore would be provided by the Government of India during the remaining years of the X Plan on matching basis. The remaining Rs.100 crore will be raised by the National Cooperative Union of India (NCUI). It was also decided to provide grant to National Council for Cooperative Training (NCCT) for Cooperative Training on block grant basis to be fixed at the level of terminal year of the IX Plan plus 10 per cent extra. Total outlay of Rs.173 crore is approved for cooperative training during the X Plan (including Rs.100 crore towards Corpus Fund). It has also been decided to provide grant to NCUI on sunset basis in the remaining years of the X Plan for implementing the special scheme of Intensification of Cooperative Education in States where cooperative sector is less developed.

The creation of corpus fund would enable NCCT to become self-sustained to run cooperative training programmes. The Scheme will ensure the optimum utilization of grant and minimize the administrative expenditure. It will enable NCCT to continue the pension scheme, which is being implemented without any government support.
