rehabilitation council of india and national council for teacher education join hands to make ‘inclusive education’ a reality

The Rehabilitation Council of India (RCI) and the National Council for Teacher Education signed an agreement here today to make inclusive education a reality. The important objective of this initiative is to strengthen the education system by creating appropriate platform for the inclusion of special children in general schools with the ultimate aim of creating one school system for all children. Under the agreement the two statutory bodies will develop appropriate education programmes that enable a teacher to train both normal and special children in a general school environment.

The Chairman, Rehabilitation Council of India, Major H.P.S. Ahluwalia said "with this the RCI aims to meet the demand for special educators in general schools across the country. Since there is a well established infrastructure in the country for teachers training, the same infrastructure could be very helpful to give a boost to special education". The Chairman, National Council for Teacher Education Dr. Shardindu said that this MOU will prove to be a landmark in this direction. In the tenth plan, the Ministry of HRD had emphasised the need for at least one special educator for persons with disability in an upper primary school in every block in the country to meet the goals envisaged in the Sarva Shiksha Abhiyan. Also as per the provision under section 26 of the Persons with Disability (PWD) Act 1995, there is a statutory obligation on the Central as well as State Governments to provide free education to the disabled children up to the age of 18 years by trained teachers. Considering the number of upper primary schools in the country, the demand for special educators is anywhere near 2 lakh trained teachers.
