Monday, January 10, 2005

The latest Exception Report of the Ministry of Statistics and Programme Implementation, which is monitoring the Central Sector Projects, says no constraints encountered in atomic energy, petroleum and telecom sectors. Each of these projects cost Rs.100 crore and above.

The six projects under implementation in the Atomic Energy Sector are all placed in category A, i.e. projects at different stages of implementation and not facing any constraints. These are two units of 400 MW each at the Tarapur Atomic Power Station in Maharashtra, units three and four at Kaiga Power Station in Karnataka, two units of 1000 MW each light water reactors at Kudankulam in Tamilnadu, Units five and six at the Rajasthan Atomic Power Station and the setting up of a new Uranium ore Processing Mill and the Bharatiya Nabhikya Vidyut Nigam (Bhavini) Ltd.. The Report said that though there are no constraints at present, supply of equipment to these projects as per schedule is necessary to avoid time over-run.

In the Petroleum and Natural Gas Sector, of the 27 Projects, 10 are being executed by the Indian Oil Corporation, 12 by ONGC, 3 by HPCL and one each by BPCL and GAIL. The Refinery Modernization Project of the Bharat Petroleum Corporation Ltd. is making good progress, though the Hydrocracker Package of this Project may be delayed. A refining capacity of three million metric tonnes per annum has been established at the CPCL’s Chennai refinery with the completion of a crude distillation unit, with the hydrocracker unit having already become operational in July last. The Dahej-Hazira-Uran Pipeline Project of GAIL has been delayed by four months due clearances. The Report said that no major problems are experienced at present in the implementation of Petroleum Sector projects.

Two projects, currently under implementation in the Telecom Sector, rated under category ‘A’ also do not face any constraints. The projects are National Radio Spectrum Management and Monitoring System being executed by the Wireless Planning Cell of the Department of Telecom and the second and third generation mobile communication system of C-DOT.
