The Flash Report of the Project Monitoring Division of the Ministry of Statistics and Programme Implementation for November 2004 carrying information on the status of 319 mega and major projects in the Central Sector, says that 18 of these have reported additional delays in the range of 1 to 13 months, over the completion dates announced in the preceding month. The remaining 301 projects have not reported any additional delay. Of the total, 43 are mega projects costing Rs.1000 crore and above and the remaining 276, major projects of Rs.100 crore and above. The Division has added on to its monitor one new project from the steel sector and taken off one from the Petroleum sector during November. The Ministry has alerted the concerned administrative departments/ministries to take appropriate remedial measures in order to prevent further slippages in these projects and check cost escalation.
Of the 18 projects reporting additional delays, 7 belong to Road Transport, 4 in Power, 3 in Petroleum, 2 in Railways and 1 each in Steel and Urban Development Sectors. Of the 132 Railway Projects on the Monitor of the Division, 79 do not have any information on the latest date of commissioning, while several others continued with inordinate delays.
In Road Transport, 7 National Highway Development Packages have slipped in the range of 1 to 13 months during the month under report, due to unspecified reasons. However, the Dharmavaram-Rajahmundry (Golden Quadrilateral) and the Tambaram-Tindivanam packages are nearing completion. In Railways, 2 projects i.e. Rajgir-Tilaiya New Line and Udhampur-Srinagar-Baramulla New Line have slipped by 3 and 12 months. The Udhampur-Baramulla Project is currently experiencing problems relating to land acquisition and security. In Steel, the Project relating to the repair of Blast Furnace No.4 at Rourkela, slipped by 3 months due to delay in the shut down of the furnace. In Power, 4 transmission projects delayed between 1 to 3 months. The commissioning of the Tehri Transmission System, is critical to evacuation of power from the Tehri Hydro-Electric Project, scheduled for commissioning by June. In Petroleum, 3 projects reported additional delays between 1 to 13 months and one of them i.e. the Dahej-Hazira-Uran Pipeline, delayed by 5 months due to late mobilization by the contractor.
