epfo recovers rs. 1832 crore arrears from defaulting establishments

The Employees Provident Fund Organisation (EPFO) has recovered an all time high of Rs. 1832.70 crore arrears from defaulting establishments during 2003-04 as a result of intensified recovery drive launched under the "Compliance 04" Programme. A special Directorate of Recovery was formed specially to monitor the assessment and recovery activities of the field officers and also to find out ways and means to tackle the locked up areas. However, a balance of Rs. 1328.71 crore was outstanding at the end of the year. Of this Rs. 871.40 crore cannot be immediately realised due to court cases, establishments having gone into liquidation or undergoing rehabilitation programme under BIFR schemes.

More than 2400 prosecution cases were launched and about 1400 complaints registered against defaulting establishments during the year. 377 immovable and 624 movable properties were attached. 19,278 bank accounts were also attached and 121 defaulters arrested for realizing the dues during the year.

Out of the total 51,990 defaulting establishments in unexampted sector, 51,200 establishments were in private sectors and 790 in the public sector. The major portion of arrears at the end of the previous year was concentrated in 8 regions namely, Maharashtra, Tamil Nadu, Uttar Pradesh, Orissa, Andhra Pradesh, West Bengal, Madhya Pradesh and Karnataka. These regions accounted for Rs. 907.12 crore arrears constituted 69.87 per cent of the total arrears.

The EPFO also undertook unfinished work in the levy and realization of penal damages and interest. Over the years, these amounts had got accumulated and remained unidentified. A special mechanism was conceptualized and implemented whereby compliance files of establishments were got audited from their date of coverage. This huge exercise revealed an outstanding of Rs. 618.98 crore out of which Rs. 211.16 crore were recovered.
