40 power projects due for commissioning in the 10th plan

Of the 50 central projects, costing Rs.100 crore or more in the Power Sector, 40 are due for commissioning during the 10th Plan period. The 500 MW Unit of the Ramagundam Superthermal Power Project has already been commissioned, 11 months ahead of schedule which was August 2005. According to the Project Monitoring Division of the Ministry of Statistics and Programme Implementation, 48 of the total 50 projects fall under category A, i.e. projects at different stages of implementation and not reporting or facing any constraints, hence need no remedial action for the present.

Only two projects in the Power Sector fall under category B, i.e. projects at various stages of implementation but facing/reporting constraints for which remedial actions suggested. The Schemes facing constraints are, the 1000 MW Tehri Dam Hydro Electric Power Project in Uttar Pradesh and the 90 MW Loktak Hydro Power Project in Manipur. The Tehri Project now anticipated to cost nearly Rs.6673 crore is expected to be commissioned by March this year. Over Rs.6271 crore expenditure has already been incurred by September this year on the project. The cost over-run and time-delay in case of Tehri is estimated at almost Rs.3710 crore and 72 months.

The Loktak Project approved in December 1999 at an estimated cost of Rs.578.62 crore, was scheduled for commissioning in June 2006. Over Rs.26 crore has already been spent on the project. The Ministry of Statistics and Programme Implementation has sought a review of the execution of the project, in view of several constraints including security concerns, high cost of power and delay in the acquisition of land.

Of the total, 29 are power transmission projects, 10 Thermal Stations and 11 Hydro Electric Power Projects.
