Vice President, Shri Bhairon Singh Shekhawat, will inaugurate the 13th All India Whips Conference at Hyderabad on Friday, February 4th, 2005. This two-day conference organized by the Ministry of Parliamentary Affairs is being held after a gap of seven years. Around 100 delegates from various parts of the country representing various parties in Parliament and in the Legislative Assemblies and Council of States will be participating in this conference. Defence Minister, Shri Pranab Mukherjee, Minister for Parliamentary Affairs and Urban Development, Shri Ghulam Nabi Azad, Ministers of State for Parliamentary Affairs, Shri Suresh Pachauri and Smt. Suryakanta. Patil will be participating.
Shri Somnath Chatterjee, Speaker of Lok Sabha, will give the valedictory address on 5th February which would be attended by the Governor of Andhra Pradesh, H.E. Shri Sushil Kumar Shinde, Chief Minister of Andhra Pradesh, Dr. Y.S. Rajashekhara Reddy. Among those who will be representing various parties from Parliament are Shri Pawan Kumar Bansal (Cong.), Smt. Prema Cariappa (Cong.), Shri Santosh Kumar Gangwar (BJP), Shri Kripal Parmar (BJP), Shri Roop Chand Pal (CPIM), Shri A. Vijayaraghawan (CPIM), Shri A. Krishnaswamy (DMK), Shri Raghunath Jha (RJD), Shri. Mohan Singh (SP), Shri Jaisingh Rao Gaikwad (NCP), Shri D.K. Audikesavalu (TDP), Shri Ramamuni Reddy (TDP), Shri Sanjay Nirupam (Shiv Sena), Dr. P.P. Koya (JDU), Shri Sukhdev Singh Libra (SAD), Dr. K. Malaisamy (AIDMK) and Shri. Mitrasen Yadav (BSP).
The All India Whips Conference has been designed to provide a forum where the whips of the legislature, at the center as well as the state could periodically meet for mutual exchange of views and for generating suggestions for strengthening parliamentary institution. The first such conference of whips was held at Indore in September, 1952. The 12th All India Conference of Whips was held in August 1997, at Srinagar. After the deliberation, recommendations to improve the functioning of parliamentary system are adopted unanimously and are pursued by the Ministry of Parliamentary Affairs for implementation at the centre as well as in the state.
