The Government will come out with comprehensive legal framework to streamline and regulate Admissions and Fees in Higher Educational Institutions. This was told by Shri Arjun Singh, Minister for Human Resource Development, while chairing the consultative committee meeting of Ministry of HRD in Delhi yesterday. The Minister said that a number of Honble court judgements and observations of experts from time to time regarding admissions and fee structure in Higher Educational Institutions, aided-unaided, minority and non-minority as well as private deemed universities has created a need for urgent review of these crucial issues. With the help of concerned groups the Ministry plans to arrive at a comprehensive legal framework, that will not only streamline the private institutions providing professional education but also weed out all the flaws and loopholes prevailing at present in these institutions. The new framework will certainly be helpful to standardize these institutions all over the country, the Minister said.
Shri Singh also assured the members that before the finalization of any legislation various issues would be thoroughly debated within Parliament and the welfare of the students would be given top priority by the Ministry.
Referring to the various judgements of different Honble Courts regarding the fee structure, management quota and other rules and regulations, the participating members said that in view of these cases, the Ministry should work out urgently a comprehensive plan.
While taking part in the discussion, the members raised their concern about commercialization of education, misappropriation of management quota system and violation of other rules by different private institutions in the country. Some members demanded that Ministry should create a mechanism to check the mushrooming of private institution which lack teaching faculty and infrastructure and tend to swindle money in the name of education.
Some of the members said that Article 30 of the Constitution should not be diluted while framing the Bill. The members also expressed the need for a clear definition of the term Minority. Another Member demanded the Government to bring an ordinance to protect the interests of students especially the poor.
The meeting was attended by the Members from Lok Sabha Shri Kishanbhai Vestabhai Patel, Dr. Chinta Mohan, Shri Bharatsinh M. Solanki, Shri Balasaheb Vikhe Patil, Shri Karunakara G. Reddy and Shri Asaduddin Owaisi and the Members from Rajya Sabha- Shri Raashid Alvi and Shri Lekhraj Bachani.
