Recognising the mutual interest in effecting an understanding on technical cooperation particularly the Air Traffic Services and other related services of Civil Aviation between the two countries, the Indian and Afghanistan Governments today signed a Memorandum of Understanding. Shri Praful Patel, Minister for Civil Aviation signed it for the Government of India and Shri Enayatullah Qasimi, Minister of Transport for Afghanistan, for the Government of Afghanistan.

According to the Memorandum signed the Government of India shall cooperate in providing the required experts and manpower for Airport Management, Air Traffic Control, Air Navigational Aids, Pilot, Cabin Crew and Navigational Aid experts, training, development of communications systems, airport and airline safety, security oversight and maintenance of aircraft.

The Government of India shall extend its necessary support and help in training the expert manpower trainees deputed by the Government of Afghanistan for various training programmes at the Civil Aviation Training Centre, Allahabad, National Institute of Aviation Management and Research, New Delhi and Central Training Establishment, Indian Airlines, Hyderabad, as mutually agreed upon. The Indian Government shall also provide necessary instructors having expertise in CNS-ATM facilities and other assistances to the Civil Aviation school in Kabul. All expenses incurred in these matters will be borne by the Government of Afghanistan or as otherwise mutually agreed to by the two governments.

Further the Memorandum adds that the Government of India shall provide regular maintenance of aircraft by Indian Airlines at mutually agreed terms.

This Memorandum of Understanding has come into effect upon the signature by both the Government representatives and shall in force for a period of three years, thereafter it may be extended automatically for subsequent period of one year unless terminated by either party by giving adequate notice.
