The long standing grievances of migrant teachers of University of Kashmir has now been resolved with the University Grants Commission deciding that such teachers may be absorbed, with all consequential benefits, against the existing vacancies in the institutions where they are currently working. The issues regarding absorption of such displaced migrant teachers had been under the consideration of the MHRD for several years. However, it is only now, at the initiative of the Minister for Human Resource Development Shri Arjun Singh that the vexed issue has been resolved and the UGC has advised the concerned universities to take all necessary steps for the absorption of these teachers within a period of two months.

It may be recalled that the disturbed conditions in the Kashmir Valley in 1989-90 had resulted in the displacement of several teachers from the University of Kashmir. Since then these migrant teachers have been working in various colleges and universities across the country under the UGC Scheme of Visiting Faculty introduced in January 1991 which enabled them to continue with their teaching and research activities. However, since the scheme was being extended on a year to year basis, these teachers have neither been given any promotion nor have been made eligible for basic allowances such as House Rent Allowance (HRA), City Compensatory Allowance (CCA), Leave Travel Concession (LTC) etc.
