Cabinet Committee on Economic Affairs (CCEA) today gave its approval for DCA 21 e-Governmance Programme of the Ministry of Company Affairs (formerly the Department of Company Affairs) with an outlay not exceeding Rs 341.214 crore (with a provision for an additional amount of up to Rs.4.68 crore in case of a change in the scope of Bespoke software) to be implemented on Build, Own, Operate, Transfer (BOOT) model.
DCA21 Programme is an e-Governance initiative that aims at continuously repositioning Ministry of Company Affairs (MCA) as an organization capable of fulfilling the aspirations of its stakeholders in the 21st century. The programme will provide easy and secure on-line access to all MCA services including filing and registration throughout the country anytime and in a manner that will be determined by the citizens and businesses, as best suited to them. Thus, the programme is outcome-based and focused on improving the quality of service to the various stakeholders concerned with the corporate sector in the country.
DCA21 e-Governance programme will be implemented on a direct, BOOT framework. The Project would include the period required for implementation of the Project, till roll out stage at all sites with testing and certification, and project implementation cycle over which fixed equated quarterly instalments would be paid to the BOOT operator by the project owner. The BOOT operator will be responsible for:
(i) Designing and implementing the project till the stage of roll out at all sites;
(ii) Owning, operating and maintaining the system for a period of six years after successful roll out at all sites;
(iii) Undertaking necessary replacement investments at the end of the 3rd year, on beginning of the 4th year.
The Project would help in:
(i) Providing an easy e-filing system for business and industry. This would save the time and costs of compliance under the Companies Act.
(ii) Providing enhanced accessibility to company data to the public/financial institutions, and all other stakeholders and
(iii) Transforming MCA into a modern, dynamic and customer-centric organization.
