The 3rd meeting of the Consultative Committee attached to the ministry of Urban Development was held today under the chairmanship of Minister for Urban Development & Parliamentary Affairs, Shri Ghulam Nabi Azad. In his welcome address, Shri Azad informed the members about various important decisions taken by the Ministry since the last meeting on 22nd December, 2004. Various initiatives taken by the ministry are preparation of National Municipal Accounting Manual with the help of Comptroller and Auditor General of India, notification permitting property development along the Delhi Metro Rail corridors as well as the Metro Stations, launching of the Centrally Sponsored Scheme of Solid Waste Management and Drainage in ten selected Indian Air Force Air Field Towns.

Shri Azad also informed the members that the computer software for design of water supply distribution networks, pumping mains and sewer networks entrusted to IIT, Delhi will be field tested and installed by 15th May, 2005. The members were also informed that the ministry is working on the proposal to formulate a Mission Mode National Urban Renewal Mission for 60 selected cities to address issues of urban infrastructure development and management of assets. The thrust of the Mission will be to introduce reforms in urban infrastructure sector at the State and Urban Local Bodies level. He also informed the members about the proposal to operationalise a comprehensive Urban Infrastructure Development Scheme for providing reform linked central assistance to all cities/towns in the country for their infrastructure development. Shri Azad said that cities covered under the Mission Mode National Urban Renewal Mission would not be covered under this scheme which would subsume ongoing Centrally Sponsored Schemes for Infrastructure Development in Mega Cities, IDSMT, Accelerated Urban Water Supply Programme and URIF.

A Power-Point presentation on the working of National Buildings Construction Corporation Ltd., a Public Sector Undertaking under the Ministry of Urban Development was made by the Chairman-cum-Managing Director, Shri Arup Roy Choudhury. Complementing NBCC for achieving a turnover of Rs. 661 crore during 2003-04 from a humble beginning of Rs. 52,000, Shri Azad informed the members that NBCC has completed Indo-Bangladesh Border Fencing Phase-I at a cost of Rs. 121 crore and also constructed 270 Cusec Raw Water Pipeline from Murad Nagar to Sonia Vihar for Delhi Jal Board at a cost of Rs. 126.00 crore. Replying to a query by one of the members, Shri Azad directed Secretary, Urban Development to call a meeting of local MPs of Delhi, officials of DDA and NBCC to address the issue of involving NBCC in various construction activities related to Common Wealth Games 2010 and construction of Dwelling Units in Slums.

Members of Parliament present in the meeting were Smt. Krishna Tirath, Shri Sajjan Kumar, Shri N.Y. Hanumanthappa, Shri Lalmuni Chaubey, Shri Swadesh Chakraborty, Shri Tufani Saroj and Shri Madan Lal Sharma (Special Invitee) (Lok Sabha); Smt. Prema Cariappa, Shri Prasanta Chatterjee and Shri Karnendu Bhattacharjee (Rajya Sabha).Senior officials of Ministry of Urban Development ,DDA,MCD,NDMC,HUDCO,NCRPB,Delhi Jal Board,TCPO,Govt of Delhi were also present.
