The national Commission for Women (NCW) in their report entitled Manipur; After Manorama suggested, interalia, enforcement of the guidelines on the exercise of powers by the Armed Forces under the Armed Forces (Special Powers) Act, 1958 as amended in 1972. A five member Committee headed by Justice Shri B.P. Jeevan Reddy, former Judge of the Supreme Court of India was set up on 19.11.2004 to review the Act. Dr. S.B. Nakade, former Vice Chancellor and Jurist; Shri P.P. Srivastava, IAS (Retd.), former Special Secretary, Ministry of Home Affairs; Lt. Gen. (Retd.) V.R. Reghavan, former Director General military Operation and Shri Sanjoy Hazarika, Journalist are the members of this Committee.
The Committee would consider the suggestions of the National Commission for Women along with representations that may be submitted to the Committee in the course of the review of the Act. It will advise whether to amend the provisions of the Act to bring them in consonance with the obligations of the Government towards protection of Human Rights; or to replace the same by a more humane Act. Giving this information in Rajya Sabha during Question Hour today the Minister of State for Home, Shri S. Regupathy said that the committee will submit its report within a period of six months.
