The Rajya Sabha was informed that Reservation to SCs, STs and OBCs in posts filled by UPSC, Staff Selection Commission etc. on All India Basis is available at the rate of 15%, 7.5% and 27% respectively. Number of reserved vacancies is determined on the basis of post-based reservation rosters. The reserved category candidates selected on their own merit are not adjusted against reserved vacancies.
Giving this information in the Rajya Sabha in a written reply the Minister for Personnel, Public Grievances and Pension, Shri Suresh Pachouri has clarified that the reserved category candidates recommended in the General Merit list by the UPSC, SSC etc. are included in the reserve list in the matter of their service allocation only if it is to their advantage. Therefore, Government is not in favour of changing the system of allocation.
