During the past three financial years viz. 2001-02, 2002-03, 2003-04 and till date, 465 proposals for implementation of Total Sanitation Campaign in 465 districts of 30 States have been received. The details of proposals received during the last three years and till date is given in Annexure. Total Sanitation Campaign (TSC) was launched in 1999 by restructuring the Central Rural Sanitation Programme with the objective of : bringing about an improvement in the general quality of life in the rural areas; accelerating sanitation coverage in rural areas; generating felt demand for sanitation facilities through awareness creation and health education; covering schools/anganwadis in rural areas with sanitation facilities and promote hygiene education and sanitary habits among students; encouraging cost effective and appropriate technologies in sanitation; eliminating open defecation to minimize risk of contamination of drinking water sources and food and converting dry latrines to pour flush latrines, and eliminate manual scavenging practice and wherever in existence in rural areas.
TSC gives emphasis on creating awareness through intensive IEC to bring about attitudinal and behavioural change for relevant hygiene practices and generate demand of sanitation facilities. The demand so generated is met through a wide range of technological choices suited to varying requirement of households in different income categories and hydrological conditions. Individual household, community, school and anganwadi toilet construction, school sanitation & hygiene education, womens dignity are amongst the focus areas of TSC projects. TSC projects have so far been sanctioned for 426 districts. A reward scheme called Nirmal Gram Puraskar for achieving 100% open-defecation-free environment in Panchayati Raj Institution areas has also been introduced.
