The proposal for setting up a National Commission on Education is under consideration of the Government. The Planning Commission had conveyed its views on the creation of an Education Commission whose functions and responsibilities overlap with its functions of determining investment priorities and allocation of financial resources, as this could impair their ability to take an overall view and evolve inter-sectoral investment priorities.
The issue was discussed in an Inter Ministerial meeting on 17.8.2004, with the representatives of the Ministry of Home Affairs, Department of Legal Affairs, Department of Expenditure and the Planning Commission. Subsequently, a note was submitted to the Prime Minister for consideration and the directions received in this regard are being processed.
This information was given by the Minister of State for Human Resource Development Shri M.A.A. Fatmi in a written reply in the Rajya Sabha today.
He also informed the House that seven Committees of the Central Advisory Board of Education (CABE) have been constituted on the subjects of (i) Free and Compulsory Education Bill and other issues related to Elementary Education; (ii) Girls Education and the Common School System; (iii) Universalisation of Secondary Education; (iv) Autonomy of Higher Education Institutions; (v) Integration of Culture Education in the School Curriculum; (vi) Regulatory Mechanism for the Text Books and parallel text books taught in schools outside the Government system; and (vii) Financing of Higher and Technical Education.
A decision regarding the review of the National Policy on Education will be taken based on the reports/recommendations of the CABE Committees.
