policy to tap youth energy

National Youth Policy, 2003 is under implementation for utilizing the energy of youth and motivating them to be active and committed participants in the exciting task of National Development. The Policy identifies Youth Empowerment, Gender Justice, Inter-Sectoral Approach and Information & Research Network as thrust areas.

The Policy recognizes eight key sectors of concern for the youth viz. (a) Education (b) Training and Employment (c) Health and Family Welfare (d) Preservation of Environment, Ecology and Wild life (e) Recreation and Sports (f) Arts and Culture (g) Science and Technology and (h) Civics and good Citizenship.

Under the National Youth Policy, 2003 a National Inter-departmental Committee under the chairpersonship of Secretary has been constituted to prepare draft National Action Plan for the implementation of the Policy.

Adolescents have been recognized as a major segment under the National Youth Policy. The Ministry has formulated and launched a Scheme for Development and Empowerment of Adolescents, in the age group of 10-19 years. Under this scheme, non-governmental organisations, educational institutions etc., are being assisted to undertake projects and programmes relating to issues concerning adolescents.

The Ministry has taken a large number of initiatives to strengthen Youth Clubs under Nehru Yuva Kendra Sangathan (NYKS). These include expanding their membership to cover adolescents, launching of Gandhi Gramodya sankalp Abhiyan, introduction of the concept of Rural Connectivity through Information Technology, emphasis on Vocational Training etc. In this regard, the Ministry has sought convergence with other Ministries/Departments like Human Resource Development, Rural Development, Health & Family Welfare, Women and Child Development and Culture to promote youth development and their involvement in national development.
