Indian Railways have taken up construction of boundary walls in the Metropolitan cities to protect Railway land from encroachments including slum dwellers. Apart from boundary walls, the land is put to plantation, landscaping and thorn bearing trees along the boundary to prevent encroachments.
The Railways have also taken up commercial use of vacant Railway land and air space having potential.
Under the scheme, the available developable land will be given on long lease to developers and promoters on payment of lease up-front and nominal annual licence or lease charges. In addition, some of the floor space will be kept reserved for Railways own use.
The development will be done in tune with local bye-laws and with such approvals, as may be needed from local bodies and State Governments.
The Railways have planned to set up a Rail Land Development Authority to oversee commercial utilization of its unutilized land, keeping in consideration futuristic requirements for expansion and development of Indian Railways. In this connection, the Union Cabinet is being approached for giving approval to this proposal by an amendment in the Railways Act, 1889.
